Bug: MATLAB API function rsTesterStart does not report errors with its arguments

Resolved in 2021.2.3 (released Dec 05, 2022; release notes)

rsTester reports invalid arguments by raising an exception but rsTesterStart does not, even though it takes the same arguments. With invalid arguments, rsTesterStart returns a tester id for which rsTesterIsRunning returns 0 (not running) and rsTesterGetSuite raises an exception indicating that the test suite is empty. It is expected that rsTesterStart should raises an exception like rsTester if its arguments are invalid.

Also, the error message in the exception raised by rsTester sometimes indicates a bug. For example, this occurs if the SLX file does not exist. However, this is not a bug.
