Bug: In the Harness Editor, General pane, Initialization Function radio buttons do not affect the RSH file

In the Harness Editor, in the General pane, the Initialization Function has radio buttons to select between 'None' and a specified function name. However, these radio buttons appear to simply enable/disable the text box that specifies the name of the initialization function: they do not actually affect the content of the RSH file, and their use does not mark the RSH file as modified. This is confusing in the following cases:

1. When 'None' is selected, any function name that is specified is still used for initialization and has uncovered targets but we would expect this function not to be called and have targets marked as unreachable if not called from elsewhere.

2. When 'None' is _not_ selected, the function name may be empty, which is contradictory, and no initialization is performed during simulation.
